Jails were originally intended for use as temporary housing facilities to confine defendants awaiting trial or sentencing. Unfortunately, due to overcrowding or lack of facilities, they are often used to incarcerate offenders sentenced to short terms. Do you feel this is this a valid use of resources? What are other options for such offenders? What are other options for correctional facility use? Which would you recommend to your director if your budget were in need of an infusion of funds?



I feel that the jails are way overcrowded. To many dead beat parents, drunks, and ect. People serving short terms should be in a camp where they can work off their debt to the people they owe. These camps can be for inmates that have no feloneys or violent crimes charges on them. To take the stress off of jails we should get rid of the cable TV, gyms and other items that are not needed while they sit there. I say make them work fields, repair items, work a farm and so on. These are all wonderful ideas.
I would like to add HOUSE ARREST as a way of inexpensively keeping track of offenders. In this day of electronics, monitoring devices can be easily used to assure that home-confined folks stay home. I would, however, release them for work, church, and school.
I would also charge these folks for the cost of monitoring them.

Placing non-violent offenders in jail is a waste of taxpayer money. Technology needs to be used more effectively. Place these individuals in their homes with a bracelet around their ankles sending off an alarm at the local police station if they violate their nightly incarceration. During the day they can clean the beaches, parks, and thoroughfares of their cities.
