its mostly about "How a Community Handles Issues" Public policies have developed planning commission to help them look at what is likely to happen in the future and planning for it. Plus, local governments and their planning commissions make both short term and long term plans. A short term, i believe is a policy meant to be carried out over the next few years. For example, granting a builder a permit to construct apartments is a short term plan! A long term plan is a broader, less detailed policy meant to serve as a guide over the next 10, 20, or even 50 years.

So now i need to know which plan is better the long term or the short term plan?

Interesting question...I probably need a little bit more information to offer an intelligent answer, but I can give you some general ideas.

First, it depends on what you're planning. If it's for a civics class, my guess is that long-term planning is more important because you have to be able to see the consequences of short-term and intermediate-term decisions and how they will affect a plan five, 10 or 20 years down the road.

For example, if you want to build a road between two cities, you can't just find a flat piece of ground and pave it. You have to study the advantages and disadvantages of various routes, talk to the people who live along each proposed road, figure out the environmental impact of paving over a stretch of ground, etc. And you have to take into consideration how many people will be living in an area five or 10 years from now otherwise you will be building a new road every year.

I hope that hopes. And if you have a more specific example to work from, I can probably provide a clearer answer.
